LETTER OF INVITATION (LOI)
RFP/0070/EDTL-EP-2025        Date: 08 October 2025

1.	The ELETRICIDADE DE TIMOR–LESTE EMPREZA PÚBLICA (EDTL, E.P.) is a government owned company invites proposals from interested firms for the:

    Provision of Medical Services for EDTL, E.P 

2.	Funding for the services will be made from the EDTL-E.P. current budget appropriation;
3.	The project is located in Timor-Leste;
4.	The Scope of Services is to perform Medical Services for three years contract;
 
5.	The duration of the services contract are three (3) years and the maximum budget for the assignment is US$ 500,000.00;

6.	A firm will be selected under the Quality and Cost Based Selection (QCBS) with modification as described in the Bidding Documents. The full qualification criteria are given in the Bidding Documents;

7.	The Bidding shall be conducted as a two-envelope procedure, wherein the Technical Bid and Financial bid shall be submitted together in separately-sealed envelopes;

9.	Participation in this tender process is open to all local and international firms.  The attention of interested Consultants is drawn to the qualification requirements detailed in the RFP;

10.	 The Bidding Document (PDF copy in CD) can be purchased by interested firm on the submission of written application or filled up a form to the address below and upon payment of a non-refundable fee of One Hundred US Dollar (US$100.00) by Bank demand draft in favor of the EDTL, E.P. to the following Bank Account:

11.	A pre-proposal conference will be held at 10:00 hours local time on 28th of October 2025 at the same address specified above;

12.	The proposals must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 07th of November 2025. Late proposals will be rejected.

13.	Technical Proposals will be opened immediately after the closing time for the submission of the proposals at the same address in the presence of consultants who wish to attend.
